Handling non-active duty employees during bidding

An inactive employee user may not login to RosterApps, and so, would not be able to submit bidline preferences for a bid package that had the bidding window open. However, if the employee was active at the time of the bidding window being open, submitted their bid preferences successfully, and then was specified with having an inactive status before the awards process was run, or before the Approve and Generate Shifts action was taken -- RosterApps doesn't handle these types of situations well. It may be worth considering a logic check both before the awards process is run, *and* before the "approve and generate shifts" action is taken, and if any employee users are found to not have the correct status, then they are indicated somehow for handling before the process in question is run.
