RAPPS- Modification to Employee Infraction Request Handling

PSA states that the Employee Infraction Handling Screen is "too complicated" for their employees to manipulate. Is it possible

to create an enable/disable option so employee specifications for infraction request handling can be turned on or off ? This

would leave only the Comments boxes that the employee could fill out. See Screen shots for an example
