Add in a Verification step to ensure that the # of FTEs is filled in prior to submitting a response

A large issue we have is that contractors commonly forget to populate the # of FTEs that they can respond with in the request... they submit a response with 0 and then cant fill it.

Recommendation is to just add in a pop-up that confirms that they want to replay with 0 headcount... then if not, they can go back & fix it...
