VTO Slots - Add Additional Fairness to Claiming

When a Supervisor posts VTO slots for claiming, any employee with criteria matching the specifications of the slot, can claim it immediately. This leaves those who aren't fastest to their phones left out consistently for the claiming of these slots for those clients who utilize this feature.

Consider additional capability where the Supervisor can specify the slots to be created, but also specify a time-frame for awarding. This could be a simple: I'm going to award this posted slot in 15 minutes, as opposed to Right Now. If we wanted to automate this, one could specify the rationale for the award, be it least OT Bank hours among the responders, or highest seniority employee who responded, or random selection among those who responded.
