Full IM/CM Integration

FirstEnergy uses Incident Manager to place command and support staff into Crew Manager through the "Send to Crew Manager" button.  However the "overwrite" as opposed to "append" architecture makes it impossible to actually manipulate the resources once they are entered into CM because any changes that are made are undone on subsequent "Send to Crew Manager" button presses.  We need to be able to make updates in Crew Manager that reflect in Incident Manager, and updates in Incident Manager that do not overwrite Crew Manager unless we tell it to.  We also need to be able to update with more granularity.  If we hit the "Send" button at the branch, group or unit level, it should only send the branch, group, or unit on down instead of the entire structure.
