Populate Member Names in the Values and Display Settings Section of the Attribute Edit Popup Box

Crew Manager functionality so that a crew attribute will populate member names in the Values and Display Settings section of the Attribute Edit popup box when a specific value is selected from a member attribute. The crew attribute value would be available for any crew to select from the auto-generated list of values.
