Exclusions Filters used for Perspectives

Need the ability to create filters that will exclude values instead of being only inclusive.  Example we have many(over 200) work locations that we use as a crew attribute.  If we want to create a filter that is all but 20 work locations, we have to create a filter with over 180 work locations.  It would be easier to create and easier to manage a filter of 20 excluded locations, then to create and manager a filter of over 180 work locations....or maybe you want to create a filter the is everything except NONE, you would need to manage all 200+ work locations on a filter, instead of one work location, NONE.
