Mass Add Shift Rule Sets to Employee Accounts

Presently, the Location Admin has the ability to assign shift rule sets en masse to the work group or individually to each employee, one at a time. The proposal here to is build setting that will allow the Location Admin to assign a shift constructed/active shift rule set with an effective date to multiple employees.

This would significantly reduce the amount of time involved in assigning shift rule sets for Location Administrators to their employees. For example, for training purposes, 150 new employees will need a shift trade restricting rule as they are not permitted to trade shifts until they cross their probationary threshold. If the Location Admin can adjust these settings in about 10 minutes, this will increase the efficiency of the Location Admin staff monumentally.
