Create flag to enable/disable callout for 'Unavailable' employees

When an employee has marked themselves 'Unavailable', they still receive a callout. Create a flag to allow customer to toggle this functionality on/off so that employees who mark themselves 'Unavailable' either will or will not receive callouts for those dates.
