Update All Rosters* in Sign On Screen

Currently the option to update multiple Ask On/Sign On rosters is in the Sign On screen of a roster as Update All Rosters*. It would be very helpful to move this option to the Admin screen so we can limit who can check that box off. Having the check box on the admin screen would also add the ability to pull reports showing which rosters have the option checked. Currently, there is no way of tracking which rosters have Update All Rosters* checked off. 

Another thought is to break out the Sign On portion of the Security Setting so we can limit who can check that box.
