Automatic Approval of Shift Trades

Allow for the automatic approval for Shift Trades. This could include the capability to set parameters of when these automatic approvals occur from. 

For example: Shift Trades that occur from 10 PM to 6 AM could be automatically approved within the system. This would allow for shift trades to occur even when the Supervisors are not working (or sleeping) without these trades to be sitting without approval which can lead to schedule holes because of the shift approval not occurring.
