Add Full Location selector for employee mass modify screen

Add Full Location selector for employee mass modify screen. right now you only get a drop down of the level 4 locations and unless you deed a excellent job of naming everything it will be very hard to find the correct location. Add the ability to use the location selector to more easily find the location you want.
