Mobile App - Remove the requirement to enter a PIN for First Time User


First time users are being required to enter a PIN. Many of our users are setup with Trusted Devices and have never had a PIN. We have them enter 1234 as their PIN. This works sometimes, but sometimes it does not and then we have to create password for them. We need to have another way to Identify a First Time user on the Mobile App.
