Response Portal Enable Email Notifications for New Requests

Currently the only way for a contractor to be notified of a new request is to log in to the Resource Assist Contractor Response Portal and seeing there is a new request or to look into the notifications.

This creates a duplicative process as we have to notify the contractor of the new request via Email or a phone call if we want a timely response.

Create a method so that contractors can be notified when a new request is summitted to their company or location.

The settings for this are under My Account Admin, this should probably be broken out to its own page with documentation.

It would also be beneficial to break the alerts down by Location

Add details to the notification type of request and quantities, and contact for the request so the vendor can reach out if they were away from their computer.
