Resource Assist Add Ability for Utility to add rules about Crew Naming Convention

It would be beneficial to have a popup or hover text to let the contractor know what naming convention for crew names are.

Many utilities uses the crews names to help to drive what happens to the crews.

A standard naming convention is imperative for this to function as is adherence to this convention.

As it stands now the only way to communicate this is during initial training of via ad hock communication.

Side Note: Expand the Crew Name Field to show the whole crew name
