Callout List Rotation

Is it possible to have a roster rotate in reverse order? Instead of the employee (or number of employees) on top of the list dropping to the bottom when the list resequences is it possible for the employees to drop down 1 and the bottom go to the top? In one area and possibly others the employees are wanting to go from 1 on the list to 2, 3, etc instead of 1 going to 8, 7, etc .
