Ability to Lock Crew Names at the crew level

The ability to lock a crew name and prevent the deletion of crews and crew shells at the crew level.

Most of the time allowing folks to delete crews is reasonable however there are situations were we have preset crew shells for emergency management and we don't want these to be changed.

Much like we can lock down perspectives from public edits, do the same for the crew.

This could easily be set and exposed via the API as it would not need to be used by all folks and only by the more technical resources.
