Would like a read only security setting for back office

We have several departments that need to view back office, but would like to eliminate the edit rights for these areas.  For example:  accounting wants to verify a job number on a time sheet, billing needs to see meter disconnects and reconnects, and member services needs to see yard restoration requests.
