Enhance Two Factor Authentication - Send verification to SMS or email

It would be nice if we could have the Two Factor Authentication feature updated so that you can either use an TOTP application on a mobile device or receive an SMS message or email with the verification code. We are trying to encourage any users with web login capabilities to use 2FA and are planning to require it, but got some pushback in asking users to download another app.
