Enhancements to Vacation Bidding

Provide the following enhancements to vacation bidding:

-Allow for vacation bidding to be conducted by day(s), shift(s), or by week(s). 

-Give the option for locations to allow their employees to wait list vacation time off within the system if the employees desired vacation time off becomes available

-Display the how much vacation accrual time off each employee has available to use for vacation time off
