Allow For Bid Lines to be Added or Moved for Employee Transfer

We would like to see the options for a Bid Line to be "copied" to a new location when an employee is transferred if the location admin chooses to do so. Ideally, we would be able to move the employee to have the same bid line and be able to adjust shift codes (if standardized). If an employee is being upgraded from a "Specialist" to a "Senior" member, the schedule may not change for them employee, but it is not simple to transfer the user over.
